Biblical Concepts of Christian Counseling:

Isaiah 9:6 is a scripture that reads, "For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder: and his name shall be called Wonderful, Counselor, The mighty God, The everlasting Father, The Prince of Peace"

Jesus is described as a wise counselor who is qualified in ways that no human counselor is, as He knows what is

in each person and is able to advise His people thoroughly.

3. Religious Exemption: Some states have laws that exempt pastoral   counselors from licensing requirements, allowing  them to provide counseling services without a license. These exemptions are based on the belief that pastoral counseling is  a religious practice and not a form of mental health treatment.
